Arunachal evades NHPC payment, owes Rs 500+ Cr.

ITANAGAR, Oct 28: The government of Arunachal which took a loan of Rs 225 crore in 2007 from National Hydroelectric Power Corporation Limited (NHPC) to revive the ailing Arunachal Pradesh Cooperative Apex Bank Limited has not been able to return the loan amount till now accruing huge amount of interest.
Due to delay in returning the money, massive interest has been accumulated and as per the record available till 30/09/2016, the amount has risen to Rs 5,003, 569, 605(Five hundred crore, thirty five lakh, sixty nine thousand six hundred five).
The government of Arunachal under Late Chief Minister Dorjee Khandu availed the loan at 9% interest per annum. The loan was taken against two NHPC projects- Dibang Multi Purpose Project (3000 MW) and Tawang stage- I & II (600 & 800 MW).
The NHPC authority has been writing to the government of Arunachal reminding them about the loan on a regular basis.
At the time of availing loan, the then Chief Minister of Arunachal Late Dorjee Khandu had promised to revive Apex Bank and also construct a law college at Jote.
But questions remain about the use of loan amount.
"Around Rs 170 crore was required at that time to revive the Apex Bank. Though government borrowed from NHPC with the promise to revive Apex Bank but condition of bank has not improved much. On the other hand, the state government had promised to start a government law college. But sadly it looks like the money has been badly misused," shared an official.
He went on to add, "With each passing month and year, the interest is getting accumulated and loan amount will subsequently increase. This is really worrisome. The state government was hoping to pay back the money to NHPC from 12% free power that Arunachal is supposed to receive from Subansiri Lower Hydropower Project. But unfortunately the Subansiri project is going nowhere due to opposition from Assam based NGOs."
Late Khandu had even promised to take action, including criminal action, auction of property of all the loan defaulters, who had obtained loan from Apex Bank through fraudulent means irrespective of their status. However, the majority of loan defaulters are still roaming free while some have gone on to become MLAs, ministers and powerful businessmen.
China bullies India, says Dalai Lama’s visit to Arunachal may damage ties
BEIJING, Oct 28: China today warned India that bilateral ties may suffer "damage" and affect peace and stability of the border areas if it allows Tibetan spiritual leader Dalai Lama to visit Arunachal Pradesh, which Beijing claims is part of southern Tibet.
"We are seriously concerned about the relevant information," Chinese Foreign Ministry spokesperson Lu Kang told a media briefing here replying to a question about reports that India has granted permission to Dalai Lama to visit Arunachal Pradesh at the invitation of the Chief Minister.
"China's position on the eastern section of China India border is consistent and clear. The Dalai clique is engaged in anti-China separatist activity and has very disgraceful behaviour on issues relating to China-India boundary question," Kang said.
The Indian side is well aware of the severity of the Dalai Lama issue as well as the sensitivity of the China-India boundary question, he said.
"Under such circumstances India's invitation to the Dalai Lama for activity in the disputed areas between China and India will only damage peace, stability of the border areas as well as the bilateral relationship between China and India," Kang said.
"We require the Indian side to honour the political commitment to Tibet-related issues and abide by the bilateral consensus on boundary question," he said.
India also should "refrain from taking any action that may complicate the issue, do not provide any platform for anti-China separatist activities by the 14th Dalai Lama," he said.
"Only by doing so can we maintain sound and steady growth of the bilateral relations," he added.
Asked about assertions by External Affairs spokesperson Vikas Swarup that Dalai Lama has visited the state in the past, Kang said "making one mistake does not mean that you can make another mistake".
"As I just said, India's invitation to the Dalai Lama for activity in the disputed area between China and India is like providing a platform for anti-China separatist activities. It does no good to peace and tranquility in the border areas as well as the development of China-India relations," he said.
China considers Arunachal Pradesh as part of southern Tibet and routinely objects to visits by Dalai Lama, Indian leaders as well as foreign dignitaries.
The border dispute covers the 3,488-km long Line of Actual Control (LAC).
India asserts that the dispute covered Aksai Chin area which was occupied by China during 1962 war.
On October 24, China took exception to the visit by Richard Verma, the US envoy in India, to Arunachal Pradesh saying any interference by Washington in the Sino-India boundary dispute will make it "more complicated" and "disturb" hard-won peace at the border. PTI
Centre to expand skill development programs in NE

ITANAGAR, Oct 28: Union Minister of State for Skill Development and Entrepreneurship (SDE) Rajiv Pratap Rudy asserted that skill development programes would be expanded in Arunachal as well as in other North-East states to make the youth of region self-reliant.
Rudy was addressing the 5th Young Leader Connect (YLC) conclave with theme Start-Up North East, Stand-Up North East, focusing on entrepreneurship and skill building in the North East states here in Itanagar on Friday.
The young change makers and leaders from diverse fields came together to share ideas and experiences on entrepreneurship and skill building during the conclave.
Outlining the significances of skill development and entrepreneurship, the union minister of state exhorted that skill development ensures better avenue and guaranteed self-employment to the people. Many skilled people are deprived of employment on the ground of language, he said underscoring the need to tackle the issue.
"Arunachalees have better opportunities as compared to other North Easterners as Arunachal is the only state in the region where both Hindi and English are fluently spoken" said Rudy adding that the languages should also be taught.
Union Minister of State for Home Affairs Kiren Rijiju in his address said that mismanagement of natural resources in north east states has created unemployment.
"A natural resources can make the state rich, but mismanagement of natural resources creates unemployment and makes the state poor" MoS home added.
MoS Home further blamed the appeasement policy during election, saying that promises made to appease makes people weak and lethargic.
Rijiju advocated that government should ensure people get trained and skilled to make themselves independent.
Terming the conclave as defining moment, Rijiju said that the region needs to rediscover itself considering the potential it has. He ridiculed the concept of "mainstream", stating that every state and every village in this country is mainstream India. He also stressed on creating conducive atmosphere for entrepreneurship in the region.
Welcoming the participants of Conclave, Chief Minister Pema Khandu highlighted the challenges to create employment in the state, stating that every year thousands of students are passing out, increasing unemployment. The Chief Minister also appealed to the YLC to appraise centre to discontinue Continuous and Comprehensive Evaluation (CCE) system from the tribal states, saying it is not applicable for state like Arunachal Pradesh.
Indian Football icon Baichung Bhutia who is Chairperson of YLC in his opening remark said that he has personal connection with Arunachal Pradesh and has duty to do something for the state and region through YLC. He stated that YLC is a non-political platform where all political parties come together. Baichung further appealed to the MoS Skill Development and Entrepreneur to take more initiatives and interventions for the vibrant eco-system of the region.
Member of Parliament Meghalaya and Co-Chair YLC-5 Conrad Sangma stated that YLC wants people of the region to inherit entrepreneurship and start taking risk stating that entrepreneurship can only change the economy of the region. MP cum Industrialist Rajeev Chandrasekar, Youth Net founder Hekani Jakhalu and Parliamentary Secretary Skill Development and Entrepreneur Government of Nagaland Mhon Kikon also spoke on the occasion.
The opening session of the youth conclave on Challenges and Opportunities of Entrepreneurship and Skill Building in the North-East was chaired by Business Editor CNN News Karma Paljor and the panelists were Spana Poti, Head of North East NSDC, Dr. Sriparna Baruah, Head Centre for Industrial Extension and Consultancy Indian Institute of Entrepreneurship, Arindam Hazarika Co-founder Arohan Food Guwahati and Bhairavi Jani, Executive Director SCA Group.

Kojum wins gold at Commonwealth weightlifting C’ships
ITANAGAR, Oct 28: Junior International Weightlifter Kojum Taba clinched the Senior Commonwealth Weightlifting Championship title for India in Penang, Malaysia.
The Arunachalee not only became Senior Commonwealth Champion but also defended his Junior Commonwealth title winning gold medal for second consecutive time.
Taking part in the 85 kg weight category, Kojum lifted a total 330 Kg. (Snatch 146 Kg, + Clean & Jerk 184 Kg) thus broking his own record set during selection trial conducted by Indian Weightlifting Federation few weeks ago at NIS Patiala, Punjab.
Fire accidents in Daporijo and Seppa, one dead

DAPORIJO, Oct 28: A 70-year-old woman was burnt to death in a devastating fire accident at medical colony here on Thursday around 10.30 PM.
Deceased Yajar Nayam was mother of Dr. Tara Nayam, vice president of Tagin Cultural Society.
Two houses, one OBT and SPT type, were also devastated in the fire before fire tender could arrive on the spot.
The cause of the fire is yet to be ascertained and properties lost are being assessed.
Meanwhile, Bagang Abu Youth Welfare Society has expressed profound grief and sorrow at the tragic death of the mother.
Seppa DIPRO adds: A fire accident broke out in the State Veterinary Dispensary cum District Diagnostic Laboratory in early hours of Friday at Seppa.
Large stock of medicines and other materials were damaged in the blaze. The fire was doused by the firefighters, staff and public before it spread to the nearby houses.
The cause of the fire is not yet known but it is suspected that short-circuit might have caused the fire.
In-Charge DC Tamuna Messar along with EAC L Thungon, DDMO K Dodum and other officials visited the fire accident site. In the meantime, DC appealed the Directorate of Veterinary and Animal Husbandry, GoAP to supply important medicines to the dispensary cum laboratory at the earliest.
Baichung visits Sangey Lhaden Sports Academy

ITANAGAR, Oct 28: Former Indian Football Captain Baichung Bhutia visited Sangey Lhaden Sports Academy (SLSA) Chimpu on Friday.
Indian Sports Icon who is here in town since Thursday for 5th Young Leaders Connect (YLC) conclave interacted with the officials and students of SLSA.
Interacting with Director of Youth Affairs DK Dinglow and Director Sports Tadar Apa, Baichung opined that since the state government is funding and sponsoring the Academy, the Academy should be able to perform and give positive results.
He also suggested the officials to spot bright players during the selection process.
On football, he suggested that non-performing players should be replaced by better players and selection should be purely on the basis of merit.
Seeking suggestions and ideas from Indian Football Captain to revamp sports department particularly football, Parliamentary Secretary Sports and Youth Affairs Nyamar Karbak appealed Baichung to share his experiences and ideas to make the department more successful and effective. Karbak briefed the technical difficulties being faced by the department.
The visit was an emotional one for the youth icon.
Sangey Lhaden was a cousin of Baichung Bhutia. She was Secretary Education of Government of Arunachal Pradesh when she died in Chopper crash in May 8, 2001 at Sessa in West Kameng district along with then Education Minister Dera Natung. The academy is named after her by the state government as mark of respect to her contribution to the state. Meanwhile, the Sports Department along with Arunachal Pradesh Football Association will have a meeting with Baichung on Saturday evening to discuss about the future of football in the state.
Second sitting of budget committee of APLA
ITANAGAR, Oct 28: The second sitting of budget committee of sixth Arunachal Pradesh legislative assembly was held at Nokmey Namati hall of Legislative Assembly secretariat, Naharlagun on October 24 last.
The committee recommended for revised estimate (RE) 2016-17 of Rs 73.82 crores and budget estimate (BE) for the year 2017-18 of amount Rs 48.07 crores only.
Earlier while giving the RE and BE, Senior finance and accounts officer, APLA S Bhowmik informed that the actual budget grant for the year 2015-16 was 31.57 crores and budget estimate for 2016-17 for Rs 34.04 crores and revised estimate for 2016-17 for Rs 73.82 crores. Final budget estimate for the year 2017-18 is Rs 48.07 crores.
While examining the revised estimate 2016-17 and budget estimate 2017-18 the committee found that the revised estimate 2016-17 and budget estimate 2017-18 has vast variations to which the Sr F&AO informed the escalation was due to provision kept for 7th pay commission and also for introduction of SADA plan.
Meet on Itanagar Smart City proposal
ITANAGAR, Oct 28: Capital Administration has geared up activities for smart city competition as Deputy Commissioner Sandeep Kumar Singh held a meeting with the district heads to sensitize about the Smart City Proposal of Itanagar.
Itanagar has been listed in the 100 potential smart cities list for which proposal has to be submitted by December 31, 2016.
The DC called upon all the departments to furnish data requirements pertaining to their Itanagar Smart City proposal by November 3.
DC urged the District Transport Officer to compile a complete report on transport condition, especially the available transport facilities, vehicle registration, total road network, percentage of citizens using public transport facilities, available parking facilities and street lightning facilities.
He asked the EE, PHED to provide a report pertaining to the demand and supply, commercial and residential consumption of water. Police Department has been asked to provide data on the safety and security issues.
CMEO, IMC will provide data on sewage system, sanitation, storm water drainage while Pollution Control Board and the Medical department will provide their data on pollution control and health and sanitation.
The Department of Town Planning has been asked to do all the master planning and infrastructure maps of Itanagar and the Field Officer Disaster Management to provide list of all the vulnerable areas.
The SDO BSNL was asked to provide the IT infrastructure of the city and the DSO (Statistics) to provide the literacy and employment profile of the Capital Complex and the Department of Industries to provide the economic profile of the Capital Complex.

Students from Arunachal attend NEIIMUN conference
ITANAGAR, Oct 28: Sixteen students from Arunachal Pradesh accompanied by two faculty members attended the Fourth Session of the North East India International Model United Nations (NEIIMUN) Annual Conference held in Dimapur, Nagaland from October 22 to 24.
The theme for the conference was "Transforming our World: the 2030 Agenda for Sustainable Development," wherein around 200 students from across the country attended.
During the conference, students were provided with an opportunity to interact with the students from other region and advance the understanding of the United Nations.
The students participated as an ambassador of their allotted country and learned about foreign policies of their respective countries.
The conference topic included illicit trafficking of small arms, access to primary and secondary education and equal representation of women.
The speakers included Paul Seong, Supervisory General Development Officer, USAID India US Embassy New Delhi, L.L Doungel, Director General of Police, Nagaland, Akum Longchari, Co-founder and Managing Director, The Morung Express, Imkong L Imchen, Member of Nagaland Legislative Assembly.
The conference was hosted in collaboration with United Nations Information Centre for India and Bhutan and Best Delegates, training Partner from United States.
With 13 students, Saint Claret College, Ziro, had the maximum participation from Arunachal Pradesh. The remaining students were from Hill Queen Education Institute, Ziro and Jawaharalal Nehru University, New Delhi.

Symposium on 'Revisiting the Discipline of Political Science'
Roing, Oct 28: A symposium on 'Revisiting the Discipline of Political Science' was organised at Government Model Degree College, Jemi Notko, Roing on Friday.
Addressing the gathering, Principal Monshi Tayeng highlighted how the discipline is undergoing transformation under liberalisation, privatization and globalisation thesis in the contemporary period. He said that the twin objective of welfare and development of the state centric models is being reconstructed in quest of neo-liberal paradigm through new geopolitical and geo-economic architectures. He specifically thrust upon the need for introducing optional papers on the Political Geography/Geo-Politics for the BA major students of this subject in the larger academic interest of the NE region. He further added that such type of symposiums would inject fresh ideas and pave the way for critical thinking as well as analytical studies besides delineating the job opportunities for the students.
Dr. Jajati K. Pattnaik, Associate Professor and Coordinator of the Symposium, said that the study of Political Science should not be confined to the boundaries of the discipline alone, rather one should invest his intellectual caliber for an interdisciplinary approach to bring academic excellence, and political theory which signifies a systematic knowledge of political phenomena must be empirically tested to find out the truth. Dwelling upon the changing dimensions of the subject, he mentioned that courses on Politics and International Relations which got a fillip at the Jawaharlal Nehru University, New Delhi are now being taught in most of the newly established central universities to match with the global trends.
Highlighting on the career prospects, Dr. Pattnaik pointed out that the syllabus structure of the discipline is fine-tuned to the UPSC and State Civil service Examinations.

Khonsa walks against drugs and opium
Khonsa, Oct 28: A huge awareness rally against drugs and opium menace was organised by All Tirap District Students Union (ATDSU) at Khonsa on Friday.
Tirap SP, Jitendra Kumar Meena, Medical Superintendent, senior public leaders, PRIs, women association members from Kheti, Khonsa and Kaimai villages and students from various schools of Khonsa town actively participated during the rally. The rally started from Khonsa Bazar Bus Stand and winded at DC's office.
Addressing the gathering, Tirap ZPC, Sontung Lowang said that awareness against drugs and opium menace was much needed as youths of Tirap are badly affected by drugs and opium. Although opium might have been consumed and cultivated during olden days but now the youths of Tirap, Changlang and Longding must come forward to eradicate the addiction from the area. The ZPC also urged the district administration and police department to ensure proper checking at the check gates for drugs and opium.
Tirap SP, JK Meena said that consuming drugs and opium and peddling it are equally illegal and crime under NDPS Act, 1985. He called on the PRIs, public, students, church leaders and women leaders to check drug peddling and find out the roots from where drugs and opium are being supplied in the region. The SP also appealed all to extend their cooperation with the police department to eradicate drugs and opium menace from the district.
Medical Superintendent, Dr. K. Socia informed that Brown Sugar and Kani/Opium are equally harmful for human health. Dr. Socia appealed the youth to stay away from drugs and opium.
Public leader Hangliam Sumnyan, ATDSU executive members Hapwang Lowang, Lablin Lowang, Wangtiam Wangsa, Hangba Tonrang, Lomsong Kanglom also spoke on the occasion. The rally concluded with submission of a memorandum to the Deputy Commissioner, Tirap.
Pickup trucks distributed to unemployed youths
NAHARLAGUN, Oct 28: As part of the CM's Agriculture Employment Generation Programme, the department of Agriculture on Friday distributed Tata Dx Pickup trucks to the beneficiaries from various districts as a transport support to unemployed youth for marketing of agriculture produce.
Minister for Agriculture, Wangki Lowang, who handed over the keys to the beneficiaries during an event said that the main objective of the programme is directed towards upliftment of rural unemployed educated youth for a sustainable income generation through various agriculture activities in the locality.
While lauding the department on such innovative step, he said that in most of the rural areas, the majority of the educated youths are unemployed and most of them are seen staying unemployed or searching for contractual works. Therefore, to attract the rural youth towards development of agriculture in rural areas and to bring sustainable income for the livelihood, the government has taken initiative to introduce the Agriculture Generation Programme, especially for the rural educated unemployed youth, he said. He further said that distributing vehicle to the beneficiaries will not help the unemployed educated youth unless they use it in innovative ways. Lowang also advised the beneficiaries to sell their produce not only in local markets but in the neighboring states also.

The Minister lauded Toi Modi for initiating such entrepreneurial activity in the state which would besides, creating jobs for the youths encourage more local people especially, youths to become self reliant.
'Instead of becoming job seekers our youths can become job providers who can further the state's growth and development,' Taga stated.

Rural development top priority agenda: Simai
JAIRAMPUR, Oct 28: On the third leg of his 8-day-long tour of Manmao, Nampong and Jairampur Circles, Nampong MLA Laisam Simai visited New Dokpey, Hetlong and Tengmo villages on Friday.
At New Dokpey, Simai asked the villagers to avail the opportunities offered by tea packages which is sponsored by MLA LAD Funds.
"Start small, it will be good learning experience, not only that it will also perfect the beneficiaries in the nitty-gritty of the trade that will surely surge under their supervision," Simai said.
The local legislature's pledge to effectuate the demand like construction of new hostel at residential school, water supply unit and teachers quarter.
Shifting his focus towards education and economy, Simai appealed the parents not to let their kids quit education mid-way as it will devastate the future course of the posterity and encouraged them to contribute in the growth of regional/rural economy by taking up the various development projects launched by the union and state governments.
He also instructed the HoDs to assist the villagers in every way so that they can benefit from the government development schemes.
In Hetlong, the villagers were overwhelmed and thankful that the local MLA along with his entourage reached village by covering 1.5 Km on foot as they had to stop their vehicles on the Manmao-Jairampur Highway due to bad link road.
The first commitment Simai gave was to improve the village link road and apologised for the sufferings the villagers had to undergo due to the dilapidated road. For livelihood, he advised them to focus on agriculture and horticulture commercially and supported the idea of adopting modern technologies for high yeild and income. He also assured to prioritize the one point memorandum submitted by ASM Tenphang Mossang.
At Tengmo, Simai candidly spoke about the high and lows of his tenure and delineated the good things that is knocking the constituency door. On the five point memorandum, he said the construction of 1 Km village link road has already been sanctioned and the demand for two teacher quarters will be fulfilled in 2017 under DoTC and remaining three will be taken up as per availability of funds.
Jairampur ZPM Tusam Longri and ADC SS Choudhory also spoke in length on various points that is targeted to benefit the rural folks.
Training for vaccine and cold chain handlers commences

ROING, Oct 28: Two days training for vaccine and cold chain handlers (VCCH) organised by the District Hospital, Roing under National Health Mission and Department of Health and Family Welfare, GoAP commenced at the Conference Hall of the district hospital here on Friday.
The main aims of the training is to facilitate and train the VCCHs on vaccine and cold chain management, to update knowledge, skills and practices of VCCHs through training to perform vaccine and cold chain management activities for effective implementation of Universal Immunization Programme.
Lower Dibang Valley Deputy Commissioner Deepak Shinde, who inaugurated the training, urged the participants to get their all doubts on the subject matter cleared from the experts during the training period. He informed about deaths due to faulty handling of vaccines.
The DC also stressed on proper disposal of medical/hospital wastes.
Facilitator of the programme, DRCHO Dr Raju Mena informed that nearly 26 million infants and 30 million pregnant women are vaccinated each year for protection against a number of diseases.
Dr. Mena informed that the government targets to achieve at least 90% immunization in the next 3-5 years.
Saying that proper handling of vaccination is a must, Dr Mena said vaccines are damaged in huge numbers due to improper handling, old equipments, lack of infrastructure and temperature maintenance.
The training programme also includes demonstration and hands on practice, and temperature monitoring amongst other activities.
The programme was attended by resource person DRCHO Changlang Dr Tope Yomcha, SCCT Naharlagun Swapan Suthradhar, Dr Nangkong Yirang, Dr SJ Mitapo, Dr Rehman, VCCHs from Lower Dibang valley and Dibang valley districts, and other staff of DH Roing.
The hospital also observed Global IDD Day today with the theme "Use Iodised Salt Regularly", organised by the District Health Society (NIDDCP), headed by Dr Lohit Deori.
The programme was mainly organised for ASHAs and grocery shop owners for creating awareness about the importance of iodine in our daily diet.
Dr Mitapo spoke about the physical and mental problems caused due to iodine deficiency. Highlighting some deficiency in new born baby due to iodine deficiency of mother, he said that iodine deficiency during pregnancy can cause stillbirth, premature delivery etc and urged the shopkeepers to sell only salts that contain iodine.
There was a demonstration on iodine testing using kits, which were later distributed amongst the participants.

ITANAGAR, Oct 28: Taring Yania paring with Pinki Karki won the junior girls double title in the North East Zonal Inter-State Badminton Championship-2016, which concluded at Jawahar Lal Nehru Sports Complex Shillong on Friday.
Yania-Pinki defeated their opponents Purnima Naorem and Y. Dhanabati of Manipur by 21-18, 21-14 in the final to win the gold medal.
Earlier, Yania and Pinki defeated Anu Lokhandri and Susmita Rai of Sikkim 21-2, 21-2 in ease in the first round. They beat Saroj Khan and Maithaili Pal of Tripura 21-18, 21-14 in the second round.
This is the third consecutive time Yania and Pinki won the girls junior doubles title in the event.
In team event, Arunachal with a better performance won two Bronze in both senior mixed and Junior mixed team.
Laa Yajum won the silver medal in junior girls' single event. She lost 9-21, 12-21 to Manali Borah of Assam in the final.
Earlier, Yajum defeated Binita Rai of Sikkim 21-4, 21-9, Maithaili Pal of Tripura 21-16, 21-11 in the first and second round respectively.

Tacho discusses sports feasibility with Australia
ITANAGAR, Oct 28: Sports and Youth Affairs Minister Rajesh Tacho on Friday met Deputy High Commissioner of Australia Chris Elstoft in New Delhi and discussed various issues related to development of sports in Arunachal Pradesh.
During the meeting, the Australian Deputy High Commissioner offered some 'valuable' suggestions and pre-requisite for world class sports academy, according to a release.
Tacho said he desires to do something 'extra ordinary' in the state for development of sports sector.
It is worth mentioning here that union Minister (I/c), Sports & Youth Affairs Vijoy Goel had assured Tacho to extend all support in establishing a multi-sports academy in Arunachal to be named after Dorjee Khandu.
For this, necessary formalities are being undertaken, the release added.
Anjaw emerge overall champion
ITANAGAR, Oct 16: Anjaw team emerged overall champion while the HQ Club Papum Pare finished runners up in the state level Shito-Ryu Seiko-Kai Karate-do Championship, which concluded at Hawai on October 27.
A total of 278 Karatekas and 30 officials/technical staff from all over the state participated in the championship, which was organized by All Anjaw Karate Do Association from October 24.
A technical seminar was also held prior to commencement of the championship conducted by Sensei Tala Ahmed, general secretary, Referee Commission, NESKF from Manipur.
Army distributes solar lights
ANINI, Oct 28: In all 400 solar lights were handed over to the Circle Officers and Gaon Burahs by the Officer Incharge of Army camp Anini Maj. N Toshi for distribution to 10 residential schools and medical centres in the district, during an event organized by the 19 JAK RIF in the office of the Dibang Valley DC here on Friday.
The event was attended by Dibang Valley DC, Tamune Miso, ZPC, Dipen Molo along with Circle Officers, GBs, District Education Officer, Medical Officer and general public of Anini.
Speaking on the occasion, DC lauded the army for their noble work and expressed hope that such events would lead to good relations between the army and the civil population. (DIPRO)
ZPC visits remote schools in Tirap
Khonsa, Oct 28: Tirap ZPC Sontung Lowang and DDSE, Pubi Lombi inspected Charju Primary School, Khela Upper Primary School, Lamsa Upper Primary School, Wathin Primary School and Sikho Primary School taking stock of the various problems faced by the schools.
Interacting with the ZPC and DDSE, the headmasters of Charju Primary School and Wathin Primary School informed about the inconvenience faced by the schools to accommodate the students in the rundown classrooms. The Headmaster of Govt Upper Primary School Khela requested for immediate maintenance work of the dilapidated classrooms for proper running of the classes. The ZPC and DDSE assured to take up the problems faced by schools to the government in due course for their redressal.
Further, the Chief and PRI members of Wathin village informed about the non availability of drinking water since last three years due to washing off of the water pipelines because of heavy rainfall in 2013.
EE (PHED) Tage Nipa updated that the department has already submitted the damage report and estimate to the government and will be restored as and when the department receives fund against the village.
The ZPC expressed her displeasure over the school uniform supplied to the students which are out of size. She urged the school authorities to lodge complaint to the higher authority to issue quality uniform.
Union demands early release of allowance

PASIGHAT, Oct 28: Members of All Arunachal Pradesh Multi-Tasking Staff Union (AAPMTSU) serving under State Heath & Family Welfare have demanded the state government for upgrading salary for Multi Tasking Staffs (MTS) besides early release of their Uniform Allowance.
The union members have expressed dissatisfaction over the state government's apathy towards grievances of Multi-Tasking employees in the health department, lamenting that the MTS are still drawing negligible washing allowance even after implementation of 6th Pay Commission. The government, by issuing separate orders had upgraded grade-pay for health department employees including ANM, Nursing Staff (GNM), pharmacists, laboratory technician, health assistants (CHO) during the last two years. But it did not enhance the salary of MTS, who are working around the week.
"We have moved the state government in support of our genuine demands, but the successive state governments have not listened. We have demanded the government to enhance our payment before 7th Pay Commission is implemented in the state", said president AAPMTSU president, Panam Tayeng.
Tayeng also added that the government has directed the MTS to wear uniform while on duty, but it has not yet released uniform allowance. He also demanded the government to enhance the uniform allowance and early payment of all due arrears from 2010 to 2016.
Further, the MTS union has demanded the government for regularization of job for those contingency staffs who have rendered five-year continuous service under the department.
First National Ayurveda Day observed
ITANAGAR, Oct 28: The first National Ayurveda Day was observed on Dhanvantari Jayanti at Regional Ayurveda Research Institute, Itanagar on October 28.
Director of Family Welfare Dr. M Lego emphasized the importance and significance of observation of the National Ayurveda Day. He also talked about the importance of 'Vata', 'Pitta' and 'Kapha' in maintaining disease free life.
Dr. Inya Lingu, DDHS (AYUS), DHS and Registrar cum Secretary, Arunachal Pradesh Indian Medicine Council focused on maintaining disease free life through Ayurveda and Yoga. He spoke about the gaining popularity of Ayurveda and Yoga and its acceptability globally.
Earlier, the observation started with chanting of mantras and Dhanvantari Vandana followed by visit of exhibition stall of Medicinal Pants and Ayurvedic medicines manufactured by the Govt. Ayurvedic Pharmacy, Directorate of Health Services, Naharlagun.
The programme was organized jointly by Regional Ayurveda Research Institute under the Central Council for Research in Ayurveda Science (CCRAS), Itanagar and Arunachal Pradesh Indian Medicine Council under the aegis of Ministry of AYUSH, Govt. of India.
Marathon race to mark National Unity Day
ITANAGAR, Oct 28: A marathon race for both men and women with theme "Run for Unity" is being organized here on October 31 to mark the "Rashtriya Ekta Diwas" (National Unity Day) by the Department of Sports and Youth Affairs.
The route of the marathon will be from Government Secondary School, Chimpu to IG Park main Ground, Itanagar.
The Department has suggested the interested runners to report to the officials at 5:30 am on the starting point at Government Secondary School, Chimpu on October 31.
Prizes will be awarded to first, second and third position winners and consolation prizes to top 10 finishers (4th-10th).
It is pertinent to mention that the Department of Home Affairs, Government of India has decided to observe 31st October as "Rashtriya Ekta Diwas" (National Unity Day) to commemorate Birth Anniversary of Sardar Vallabhbhai Patel.

ITANAGAR, Oct 28: Arunachal Vikas Parishad deeply condoled the sudden demise of Techi Mumpa, mother of Tedi Techi, General Secretary, Arunachal Vikas Parishad and Joint Director, Accounts and Treasuries, Govt of Arunachal Pradesh, Itanagar, who breathed her last on October 25.
The members of State Committee attended the last rite which was conducted by the Central Nyedar Namlo of Arunachal Pradesh on October 27 at Khemlee village near Sagalee.

Did not issue permission to play dice: DM
ITANAGAR, Oct 28: The District Magistrate (DM) Itanagar Capital Complex has issued an order stating that neither the District Administration Capital Complex nor the Itanagar Municipal Council has given permission to play dice in any corner of Capital Complex.
The order was issued after it was brought to the notice of the DM that some groups/ organizations were distributing permission for playing of dice at different corners in the Itanagar Capital Complex which is against the provisions of the Arunachal Pradesh Gambling Prohibition Act 2012.
It is pertinent to mention here that there is a standing order issued by Capital Administration banning all kind of gambling activities including dice within the Capital Complex.
The order further stated that gambling of any kind is banned in the State under Section 3 of Arunachal Pradesh Gambling Prohibition Act 2012. DIPRO

14 Assam Rifles nabs opium dealer
ITANAGAR, Oct 28: An opium dealer, Anil Debnath was apprehended from Digboi town (Assam) during a joint operation conducted by 14 Assam Rifles along with personnel from 15 Kumaon, intelligence agencies and police representatives on Thursday last.
2.5 kg of opium and a cash of Rs 15,000 were recovered from him at the time of arrest.
Based on specific inputs received from higher headquarters about the presence of an opium dealer near Digboi town, a column from 14 Assam Rifles along with personnel of 15 Kumaon, intelligence agencies and police representatives established a cordon of suspected house and apprehended the accused.
The accused along with the recovered items were handed over to Digboi Police Station and FIR has been lodged.
APPDSU for appointment of experienced and senior candidate
ITANAGAR, Oct 28: All Papum Pare District Students' Union (APPDSU) has demanded appointment of an experienced and senior most candidate in the post of DPC (SSA) in Papum Pare.
In a memorandum to the Education Minister, APPDSU alleged that a 'junior' and 'inexperienced' BEO has been appointed in the post depriving 'genuine' and deserving candidate, which has created great sentiment among the people of the district.
"To be a DPC (SSA), one must be professionally trained graduate with 10 years of experience as TGT and possess vast knowledge about various schemes and activities of the SSA project. But, the new incumbent DPC does not meet all the requisite experience and fulfill the guidelines issued by the SPD, ltanagar for the post," the APPDSU claimed.

APYC seek cancellation of appointments
ITANAGAR, Oct 28: The Arunachal Pradesh Youth Congress (APYC) has demanded cancellation of the alleged illegal appointments done for the posts of Multi-Task Service (MTS) and Multi-Purpose Workers' (MPW) under Kra Daadi district as alleged by All Kra Daadi District Students Union (AKDDSU).
While ridiculing the PPA-BJP govt for making false promise of running a corruption free state, APYC in a release further demanded suspension of the officials involved in the case.
Community halls handed over to villagers
ITANAGAR, Oct 28: The four community halls constructed at Medical Colony, Yoji Yora, Pakja Jirdin and Memo Gumin executed by the AP State Cooperative Technical Wing was handed over to villagers on Friday. The community hall also known as Dere has been constructed by the local contractor.
Executive Engineer, A.P. State Cooperative Technical Wing Naharlagun Er. J Bora, along with MLA Aalo East cum Chairman APEDA Jarkar Gamlin was present on the occasion.
These Community Halls were constructed in phase II under Aalo East Constituency through the Department of Art & Culture. Speaking on the occasion Gamlin said that these community halls are being handed to villagers so that the village people keep these infrastructures as their properties. The MLA and his team also inspected other ongoing semi RCC community Halls at Kombo Bili and Yeggo. They exhorted the contractors to execute them properly. Gamlin also disclosed that Bore Wells are being taken up at medical and police station to do away the problem of water scarcity in these locations. (DIPRO)
